Students with Disabilities: IEPs and 504s
Special Education/IEP—Full Time eSchool Program Students
Kenosha eSchool Program follows special education policies and procedures in alignment with the Kenosha Unified School District. The Kenosha eSchool Programs Special Education program works with students who have identified special needs in academic areas. To qualify for this service, students must be referred for special testing and meet legal special education criteria.
The Kenosha eSchool Program has a special education team that can evaluate students for suspected disabilities, re-evaluate students who have already been identified (at least every three years as mandated by law), and provide support and resources for identified students.
If a student already has an IEP, a copy of the most recent IEP and a copy of the most recent evaluation documentation must be submitted to the school prior to enrollment. Members of the Kenosha eSchool special education team will review the Individualized Education Plan (IEP) and the supporting evaluation during the enrollment process to determine if a student’s special education needs can be met in an asynchronous online environment.
The level of need varies for each student and once qualified for support, an individualized education plan (IEP) is developed to detail and document the support provided.
Special education teachers develop an individual educational plan (IEP) for each of the qualifying students with the help of parents/guardians and general online classroom teachers so students can be successful in an asynchronous online learning environment.
Kenosha eSchool delivers special education programming and related services in an asynchronous online environment to its students at no cost to the parent, guardian, or student. Support services in an online asynchronous environment will look different than support in a face-to-face, brick and mortar learning environment. Services are provided to students with disabilities in the least restrictive environment as decided by the student’s IEP team.
Title IX/Section 504 —Full Time eSchool Program Students
The goal of Section 504 is to ensure equal access for students with disabilities. It makes sure students have the opportunity to participate in and access the general education curriculum and extracurricular activities to the same extent as a non-disabled peer. Accommodations provided have a direct relationship to evaluation data demonstrating disability-related need, so that over/under accommodating does not occur.
A student with a disability, who is covered solely under Section 504 and not IDEA, is entitled to appropriate accommodations, aids, benefits and services to ensure FAPE. If evaluation data reveal that a student is eligible for a Section 504 Accommodation Plan, a formal plan will be created. Placement on a Section 504 Plan typically means that instruction will continue in the general asynchronous online classroom with individually planned accommodations. There is generally no modification of curriculum for Section 504 students.
It is the policy of Kenosha eSchool Program to not discriminate on the basis of age, race, color, creed, religion, national origin, sex, marital status, with regard to public assistance or disability in its educational programs, activities or employment policies, Students who are handicapped within the definition of Section 504 of the Rehabilitation Act of 1973 are identified, evaluated and provided with appropriate education services. The Guidance Counselor is the first contact person for all 504 plans, to help provide planning, implementation and monitoring.
